and Bir E. Grey feels, in any case, considerable doubt as to
whether any advantage would arise from its adoption. Sir
E. Grey proposes therefore not to consider issuing any
further instructions to His Majesty's Consular Officers in
China in the sense of $4 of Bir F. H. May's despatch of
January 22nd. unless a further communication from Ir. Secre-
tary Harcourt on this subject is received.
I am to add that Sir E. Grey would be glad, if Hr.
Secretary Harcourt so desires, to ask for the observations of
